How can i lose all my winter weight i gained and get my old body back? read details :)?

i’m very short, 4’11 to be exact & i used to be about 90 pounds.
However winter came along, and i’m now 100.
I know its not bad, but the thing is, all the weight i’ve gained has gone straight to my bum and thighs! i look very disproportionate now because i have a small upper body and i’m feeling very self conscious. How can i get my old body and legs back? Any exercise tips / eating tips?
